My theory behind his insane power as a magus is his combination of incredible intuition compounded with innate lack of logical ability. He simply "understands" without understanding, leading to comically strong magecraft. It should also be noted that his elemental power is the 5th element "void" or "ether", so he basically has a quasi-tap to the origin of existence (gate of akasha).
The other magician in this image is Lord El-Melloi II (ILI-Te), who worked alongside the "King of Conquerers" in another life. This explains his massively perturbed expression at Flat's "delusional" optimism. The recollection couldn't be anything but painful, as was the result of their time together...
